Title: Capital Markets Authority Signs Memorandum of Understanding with Kuwait Institute for Judicial and Legal Studies
KUWAIT CITY, January 8, 2018 - The Capital Markets Authority (CMA) signed a memorandum of understanding (MoU) with Kuwait Institute for Judicial and Legal Studies on Monday, January 8, 2018, on mutual cooperation to exchange experience in the field of training and qualification. The CMA was represented by Mr. Mishaal M. Al-Usaim - Acting Chairman of CMA Board of Commissioners & Managing Director, while the Institute was represented by Mr. Oweid Sari Al-Thoaimer, Director of the Kuwait Institute for Judicial and Legal Studies and Deputy of the Court of Appeal.
The signing ceremony was attended by Mr. Muthanna Al Saleh, Head of the Markets Sector, Mr. Ibrahim Al-Thuwaini - Director of Investigation Department, Mr. Sulaiman Al-Mousa - Director of Market Operations Surveillance Department, Mr. Moayed Al-Shakhes - Director of CMA Chairman’s Office and Mr. Mishal Al-Sajari - Director of PR & Media Office, and by the Institute Counselor Fahad Bousleb - Deputy Director of the Institute for Communications, Relations and Research, Counselor Mahmoud Al-Khalaf, Deputy Director of the Institute for Continuing and Specialized Rehabilitation, and Counselor Abdullah Al Qassimi, Deputy Director of the Institute for Foundation Training.
The signing of this Memorandum comes in the belief of the common objectives that combine in the fields of training and scientific research and the exchange of experience and information with a view to establishing a mechanism for joint action and regulating the nature of the tasks assigned and the objectives of their respective work in the technical and legal fields as regulated by Law No. (7) of 2010 on the Establishment of the Capital Markets Authority and Regulating Securities Activities and its Executive Bylaws, and their amendments.
The Memorandum of Understanding stipulates that Kuwait Institute for Judicial and Legal Studies will prepare, organize, train and qualify the employees of the concerned parties to implement the provisions of Law No. (7) of 2010 on the Establishment of the Capital Markets Authority and Regulating Securities Activities and its amendments, and participate in conferences, journals, books, studies, scientific research, and relevant provisions, laws and decisions.
It should be noted that in cooperation with the Institute, the CMA organized a panel discussion last October for the public prosecutors on the subject of market conduct and M & A issues in the framework of exchange of experiences and joint cooperation.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010, and amended by Law No. 108/2014. Pursuant to the Law, the Authority shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance Regulations, and protect investors from unfair practices which violate the Authority's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The Authority also aims to provide awareness programs related to securities activities.
