CMA LAW: Press Release: The Capital Markets Authority Issues its Fifteenth Annual Report and Second Sustainability Report

Kuwait – July 29, 2026 – The Capital Markets Authority issued today its fifteenth annual report for the financial year (2025/2026) and issued its second sustainability report for the same financial year.
Issuance of the CMA’s annual report at the end of its financial year is a legal entitlement pursuant to Article (25) of its establishment Law No. 7 of 2010, in which it presented an overview of its implemented tasks in its various areas of work: legislative, regulatory, supervisory, awareness, and media, and the areas related to internal work environment and mutual cooperation: locally, regionally, and internationally, in addition to its financial statement for that financial year and the directives for the upcoming years aiming to achieve its vision of leadership in developing attractive capital markets that support the national economy.
It should be noted that the latest annual report included nine main sections, beginning with an introduction to the CMA’s establishment, vision, mission, objectives, and institutional values, followed by statement on the performance of CMA Board of Commissioners and Secretariat and the formed boards and committees, before allocating a third section for the strategic field. This was followed by the sustainability section that overviewed CMA’s efforts related to strengthening its institutional sustainability, sustainability of the securities activities sector, and social and environmental sustainability.
As for the fifth section of the report, considered as the most prominent, it detailed CMA’s achievements in regulating and supervising securities activities, beginning with the legal field, followed by the regulatory field, and then the supervisory field in its two types: off-site and on-site as well as markets surveillance and disclosure and transparency, before concluding with awareness, public relations, communication, and external cooperation.
In the subsequent sections, the report proceeded to presenting the most prominent achievements in the CMA’s internal environment, in addition to its visions, aspirations, and trends for the upcoming years as part of its fourth strategy that extends until the end of March 2031. Furthermore, it presented the CMA’s financial statements for the financial year subject of the report and concluded with a comprehensive overview of trading indicators of Boursa Kuwait Securities Exchange for the year 2025.
In quantitative terms, the most notable achieved tasks can be indicated through defined metrics, such as the implementation of 82% of the CMA’s current strategy with 75% of its timeline elapsed, providing legal opinion on (895) subject matters, registering (104) cases, (101) final substantive judgements with 97% of them for the CMA, (74) licensed persons, (238) licensed activities, and (65) collective investment schemes, granting (6) approvals for the issuance of debt instruments ranging from bonds and sukuk with a value exceeding one billion and two hundred million Kuwaiti Dinars, in addition to (5) merger and acquisition processes, bringing the cumulative value of these activities to over one billion, eight hundred and eighty-one million Kuwaiti Dinars.
In another context, the CMA issued its second sustainability report, in which it included the procedures it has taken during the latest financial year in terms of its efforts related to consolidating the implementation of sustainability standards in the capital markets of the State of Kuwait to support the trends of sustainable economic development and foster an attractive environment for local and international investments. The report presented CMA’s approach in the field of governance and social and environmental responsibility and the related initiatives, whether included within its sustainability governance, especially at the level of its cadres (employment of appropriate competencies, protecting the rights of personnel, training and development, and occupational health and safety) or its social or environmental responsibility, particularly in relation to climate risk mitigation and managing water, emissions, waste, and energy consumption. The CMA has prepared its report in accordance with the Global Reporting Initiative and the unified disclosure standards for Environmental, Social, and Governance (ESG) criteria in the GCC countries, issued by the GCC Capital Markets Committee.
Finally, as the CMA announces the issuance of its two reports, it draws the attention of those interested in economic affairs in general, and those concerned with securities activities and services in particular to access the details of the two mentioned reports through its website and mobile applications.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010. Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
