Title: Press Release: The Capital Markets Authority Publishes the 11th Issue of its Electronic Awareness Magazine

Kuwait, March 4, 2023 – The Capital Markets Authority’s (CMA) electronic awareness magazine published its 11th issue early March. It covered various legal, investment, and awareness topics, in addition to areas relevant to CMA’s news, and major events that took place during the issuance period.
In the “Editorial”, Prof. Ahmad Al-Melhem - Chairman of CMA’s Board of Commissioners – presented the most prominent regulatory and legislative frameworks approved this year by the CMA and are considered the most affective basis of the securities activities’ strategic directives. For example, the regulatory framework of passporting products among the GCC Countries, the regulatory framework for financial technologies (Fintech) that includes the provisions regulating the financial services intended to be offered through such technologies, the controls of the investment advisor activity and the one-person company license. Prof. Al-Melhem considered such directives as some features of CMA’s upcoming strategy that will be announced shortly. The strategy aims to upgrade our financial market to a developed emerging financial market, in addition to directives concerned with the development of financial industry, enhancing the directives of sustainability and financial inclusion, and coordinating in achieving the country’s development vision.
The “Economic Leaders” section discussed the journey of the late Mohammad Yousef Al-Adsani, who contributed to the development of Kuwait and participated actively in its success while holding various positions inside and outside the State of Kuwait.
The “Legal Section” was allocated for the topic of “CMA and Sustainable Finance”. It presented CMA’s adoption of sustainable finance, the efforts made for its implementation, and the enforcement of further IOSCO's relevant recommendations.
Moreover, the “Issue Event” discussed CMA’s survey of financial inclusion in Kuwait, and presented a coverage of the ceremony held by the Gulf joint awareness program “Mulem” to honor the winners of its competition of the smart investor.
The section of “Opinion and Vision” discussed two topics: the first of which presented the role of the economic and financial policies in causing the phenomenon of stagflation and their role in addressing it, while the second topic discussed the services of the financial analyst and the investment advisor of the one-person company which the CMA has recently approved.
Ms. Sara Akbar was the guest of the “Issue Interview”, in which she presented her opinion in several economic and national issues, especially on the oil sector and her participation in addressing one of the invasion’s crises that is burning the oil fields, in addition to her acknowledgement of CMA’s role in privatizing the capital market and upgrading it to an emerging market.
Additionally, CMA’s preparations for beginning the financial technologies era was the topic of the “Issue File”, while the "Prospects and Trends" section discussed the following two topics: establishing a platform specialized in listing and trading the shares of small and medium-size growth companies, and CMA’s procedures and key performance indicators for raising the efficiency of its work. The topics of the “Free Section” also varied between sound governance and its role in achieving sustainable development and welfare, CMA’s launch of its electronic system of invoices, and the International Financial Reporting Standard 16 (IFRS 16) “Leases”.
The “Awareness Section” presented the credit crisis that hit the world economy during the eighteenth century, the increase of the role of artificial intelligence in finance and investment at the present time, and the other side of personality of the well-known physicist Isaac Newton as an investor in the capital markets, while the “Information Awareness” clarified the electronic phishing messages attacks, their types, tools, and expensive cost.
Furthermore, the magazine has developed a section for the studies, where in the first episode it presented the legal and technical aspects of securities pledging. The CMA’s events and activities during the issuance period that extended from last December to February, they were summarized in the “Events” section.
The issue ended with “In Conclusion” section in which the Editor-in-Chief of the Magazine presented the awareness prospects that will be put into practice within the framework of CMA’s third strategy, whether they were related to the development of the awareness objectives or the means of their implementation, or raising the awareness of the initiatives approved within this strategy, as the case is in digital transformation directives, financial inclusion, and developing the financial industry in line with putting an integrated information policy into practice.
In conclusion, it is worth noting that CMA’s Magazine is a quarterly electronic awareness publication. It is concerned with the economic affairs and securities activities, aiming to cover the CMA’s news and events, and to contribute to the required awareness by addressing financial, investment, and legal issues. Its first issue was published in September 2020. All issues can be viewed through the “Home” page of CMA’s website.

Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
