Title: The Capital Markets Authority Publishes the Third Issue of its Electronic Awareness Magazine
Kuwait, March 1, 2021 - The Capital Markets Authority announced through its website the publication of the third issue of its electronic awareness magazine on March 1, 2021. The new issue of the magazine includes various topics which cover awareness and legal aspects, in addition to the CMA’s news and events.
In this issue’s "Editorial “, Prof. Ahmad Al-Melhem ,– CMA’s Managing Director, talked about ending the CMA’s establishment phase and starting a new phase with innovative goals summarized in a strategic goal in the near future. It is the upgrade of Kuwait to emerging markets status according to FTSE Russel Indices. The economic leaders section was devoted to recalling the biography of the late Hisham Sulaiman Al-Otaibi, former Minister of Commerce and Industry and the second Director of Kuwait Stock Exchange, and his role in serving our national economy. The legal section dealt with the issue of ancillary and supplementary laws. The issue’s “Event” section was dedicated to Upgrading Kuwait on MSCI Emerging Markets (EM) Indices, as it mentioned the outcomes of that promotion politically and economically.
The issue’s "Interview" section presented a lengthy dialogue with the economic expert "Jasem Al-Saadoun", in which he outlined the path of his personal and professional life and the circumstances of establishing Al-Shall Consulting Company, as well as his positions and opinions on several economic and political issues.
As for the "Reports" section, it presented three specialized reports, the first of which was the performance of Boursa Kuwait during the last quarter of last year, and the second was devoted to monitoring on-site supervision tasks for licensed persons, collective investment schemes and unlicensed listed companies. The third report presented statistics and accumulated data for investment portfolios during the quarters of 2020. The "Disclosure" section presented two topics: disclosure in accordance with the CMA’s legislations, and the development of government financial disclosure. As for the "Governance" section, it dealt with the global trend towards integrated corporate governance.
The topics of "Awareness Spotlight" varied between recollection of the Securities Exchange, sovereign funds, and the struggle in financial markets and others. The issue’s "File" was devoted to the activities of the awareness campaign "Think before you Invest" that was implemented by CMA during January within the framework of the joint Gulf awareness program “Mulem".
As for the "Prospects and Trends" section, which presented three current strategic projects of CMA (establishment of the Capital Markets Academy, establishment of a permanent CMA headquarters, succession planning in the CMA).
Trading misconduct and misleading practices that must be avoided when investing in the financial markets was the subject of the “Other Topics” section, followed by the events and activities section that summarized the most prominent activities of the CMA during the issuance process (December-February). It also presented the most prominent economic news during the previous period. The "Conclusion" section included a review by the Editorial Director, Director of the Awareness Office, on the social awareness role of the CMA and a highlight of its procedures and activities in light of the Corona pandemic.
Finally, it should be noted that the Capital Markets Authority’s magazine is a quarterly electronic publication concerned with economic affairs and securities activities, aiming to cover CMA’s news and activities, and to contribute to the required awareness by addressing financial, investment and legal issues. The first issue was issued in early September, followed by the second issue in early December. It can be viewed on the CMA’s website.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010. Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
